The Story

Puerto Rico is ripping up an energy contract.

What's this about?

Hurricane Maria knocked out power to the entire island. Nearly six weeks later, two-thirds of it is still in the dark. To help, the US territory hired a tiny Montana energy company called Whitefish. At the time it got the job, Whitefish had just two full-time employees – and this requires thousands of workers. The contract was worth $300 million. All of this raised just a few Qs.

Why's that?

Because Puerto Rico opted to work with Whitefish instead of relying on so-called "mutual aid" agreements that allow utility companies in other states to help out after natural disasters. Because Whitefish was charging unusually high rates. And because the company is based in the same town where US Interior Secretary Ryan Zinke is from. Zinke says he had nothing to do with the deal. Puerto Rico – which filed for bankruptcy earlier this year – said it decided to work with Whitefish in part because the company didn't require a down payment.

So what's the latest?

Yesterday, Puerto Rico took steps to cancel the contract. Congress is calling for an investigation. Meanwhile, the Dept. of Housing and Urban Development is reportedly looking into evacuating tens of thousands of displaced Puerto Ricans to the US mainland while the island recovers.

More than 50 deaths in Puerto Rico have officially been attributed to Hurricane Maria. That number could only grow the longer the island goes without basic services like electricity.

What are these charges? That's what Washington, DC is asking. A federal grand jury has approved the first charges in special counsel Robert Mueller's investigation. Mueller is the former FBI director who was tapped earlier this year to investigate Russia's attack on the 2016 election – and whether the Trump campaign had anything to do with it. President Trump has denied any collusion, and this weekend called the investigation a "witch hunt." It's unclear what these new charges are, or who they're filed against. But that person could be taken into custody as soon as today.


What to say when your Fantasy team isn't making the playoffs…

Baseball's better anyway. Last night the Houston Astros beat the Los Angeles Dodgers 13-12 in Game 5 of the World Series. They came up from behind in a crazy 10-inning, five-plus hour game that set lots of records. The series is 3-2, and Game 6 is tomorrow. Meanwhile, Astros first baseman Yuli Gurriel is still on the field after making a racist gesture during Friday's game. He used his fingers to slant his eyes after hitting a home run against Dodgers pitcher Yu Darvish, who is from Japan. Gurriel apologized. He'll be suspended for five games…starting next season.


What people are talking about...

Kevin Spacey. In a new report, actor Anthony Rapp – who was in the original cast of "Rent" – alleges that Spacey once made a sexual advance toward him back in the '80s. This allegedly happened when Rapp was 14 and Spacey was 26. Both of them were on Broadway at the time, in different shows. The alleged incident happened at a party Spacey was hosting. Rapp says that at one point Spacey picked him up, put him on his bed, and climbed on top of him. And that he chose to come forward now hoping that it would "make a difference" amid a national conversation about sexual harassment and assault. Spacey says, "If I did behave then as he describes, I owe him the sincerest apology." He also says that he chooses "now to live as a gay man," something he hasn't been open about before.


What people are watching…

This Navy SEAL investigation. Navy authorities are looking into whether two SEAL Team 6 members were involved in the death of an Army Green Beret earlier this year in Mali. The Green Beret's death was ruled a homicide, and the military suspects that he was strangled. Right away, his bosses reportedly flagged it as sketchy and sent an investigator to check it out. And shortly after his death, two Navy SEALs were reportedly flown out of Mali and put on administrative leave. They're considered persons of interest, but no one has been charged. The military isn't commenting.


What to say when your friend gets back with her ex…

On again for good? That's what Catalonia and Spain are trying to figure out. Earlier this month, Catalonia – the semi-autonomous northeastern region that includes Barcelona – voted for independence from Spain. Spain said the vote was unconstitutional. After some mixed signals, Catalonia's government moved to secede from Spain anyway. On Friday, Spain shut that down by firing the region's political leaders and calling for new elections later this year. And yesterday, hundreds of thousands of protesters turned out in Barcelona to oppose Catalonia's independence movement, saying they are the silent majority. In other geopolitical breakups, the president of Iraq's semi-autonomous Kurdish region is stepping down. Last month, Iraq's Kurds voted to separate from Iraq and form their own state. Iraq's government didn't take it well. It sent in the military, and took back a lot of territory that the Kurds have picked up over the years. Now, their longtime president is bowing out. And since the area's elections were recently indefinitely suspended, TBD on who takes his place.
